We have added a new zip code by accessing global and zip codes. When we go to view, the zip code is there, but it still won't allow us to update the juror information with the new zip code. What other steps do we need to take?

On the global/entry screen for the zip code be sure you checked it as a county zip code and added it to the District and Mileage cross-reference. The next step is to go to Setup/Location/Milages and "assign" the zip code to the location mileage table. Once you add it and save it, there is an EDIT button that comes up to allow you to add the mileage value for that zip code. If this zip affects multiple locations, you need to assign the zip and set the mileage for any available locations where it is being used.
