The Third Judicial Circuit is the largest Circuit in Michigan with 63 judges and 3 operating divisions. Located in Detroit and serving all of Wayne County, the Third Circuit Court’s Jury Services Department has been a Jury Systems Incorporated client since the early 1990’s. Like other Michigan courts, the Third Circuit Court has historically operated their jury management using a 2-Step qualification and summons process.
In November of 2012, the Third Circuit Administration team and JSI held a project planning meeting in Detroit to discuss building a new JURY+ Jury Management System. The scope of the project included data conversion from JURY+ Classic to JURY+ Next Generation and adding the JURY+ Web Solution and JURY+ Imaging Solution applications with the new system. The JURY+ Next Generation system build, data conversion, training and production roll out was purposefully scheduled to coincide with the Third Circuit’s business objectives to re-engineer the Jury Services infrastructure as a 1-Step summons process. The implementation goal was to roll out all the new applications and business process changes in the fall of 2013. Training sessions were held in August and the JURY+ Next Generation project opened production processing on schedule in mid-September. The first 1-step summoned jurors appeared for service on October 22nd, 2013.
A critical business requirement in the project goals and objectives was for the revamped system to support and manage the Third Circuit Courts and the 36th District Court in Detroit as 1-step summons processing while also continuing to support 2-step qualification processing for the 19 outlying local District Courts in Wayne County. The flexibility of our software allows for simultaneous operations of 1-Step and 2-Step courts using the same system tools and application components. The Third Circuit is the first court to implement tandem 1-step and 2-step processing using a single installation of JURY+ Next Generation.
